Abstract

In 1991 the remarkable association that the Soviet Union had with Cuba for thirty years came to an end. This was not primarily due to changes in Cuba or the United States, but to internal events that occurred in the Soviet Union. This had been the lifeline for Castro and Cuba, which Moscow regarded as one of its major political triumphs after World War II. Both parties had frequently pledged political loyalty to each other. To understand how and why this seemingly indestructible association ended, it is necessary to analyze the link between bilateral relations and Soviet internal politics.

Norteamericano, fue Jefe de la División Hispánica de la Biblioteca del Congreso Americano y, hasta 1988, profesor de ciencias políticas en la Universidad de Pittsburgh, Estados Unidos, en la cual fundó el Centro de Estudios Latinoamericanos y organizó el intercambio Estados Unidos/Unión Soviética en Estudios Latinoamericanos (1980-1986). Su interés principal son las relaciones internacionales de Latinoamérica y la política exterior de los Estados Unidos después de 1945, con especial atención en Alemania, la Unión Soviética y China. Es autor de los libros Hovering Giant: U. S. Responses to Revolutionary Change in Latin America (1976,1985) y The Giant's Rival: The USSR and Latin America (1973, 1988), y coautor de Cuba in the World (1976).
